Yes, it's possible (although tricky) to use Sol7's nei stuff with Sol8.
I've done it once: follows my related post to solaris-on-intel mailing
list:

Just in case there are people who'd like to test drive S8EA on a legacy
system with NE2000 [compatible] ISA card(*): I have successfully
installed S8EA on such a system using driver (nei) borrowed from Solaris
7, and it works just fine, like in earlier versions of Solaris.
Installation over the network is also possible. The files you need to
transfer are nei.bef, nei, nei.conf (even if it contains only comments!)
and the appropriate entry from devicedb/master.

(*) Unlike previous versions, Solaris 8 EA does not include NE2000
driver at all, neither on the boot diskette nor on system CD ROM, so you
can't get it supported just tweaking the installation procedure itself.

Installation procedure:

1. install Solaris 8 in a non-networked mode;

2. during the first reboot after installation, go to the single-user
mode (b -s);

3. install (copy) the nei files from 7;

4. reconfigure device majors and nodes:

   add_drv /kernel/drv/nei
   devlinks

5. set up network stuff (at least /etc/hostname.nei0 and /etc/hosts; if
needed, /etc/defaultrouter, /etc/resolv.conf, /etc/nsswitch.conf,
/etc/netmasks too);

6. reboot; the nei0 interface should come up and be useable.

I tried to replace steps 4. and 5. with sys-unconfig and b -r, but the
network related reconfiguration went totally awry; I don't have
time/desire for further experimentation, so I'm just telling you how it
eventually worked for me.

DO NOT USE DCA PROBING FOR NE2000: it may disrupt recognition of or
access to other devices (in my case, it was keyboard :)
