You can use xruskb with Window Maker window manager. Launch it like this:

	xrus -wmaker

and then drag its appicon to dock.

I recommend using motif or lesstif, and copy Xrus.wmaker to ~/Xrus or
insert its contents to ~/.Xdefaults
